    Chairman Manchin moves to amend the committee substitute on page six, section three, line seven, after the word “Provided” and the comma, by striking out the remainder of the section, and inserting in lieu thereof, the following:

    “That the application of this article should not apply to:

    (1) Future highway construction provided for in the Division of Highways' Statewide Transportation Improvement Plan at the time of the enactment of this article; and

    (2) Existing toll roads.”
